Description: The Rhode Island Higher Education Assistance Authority (RIHEAA) is the state agency responsible for the administration of the RI State Grant Program and the RI Scholar Recognition programs. RIHEAA also administers the CollegeBoundfund® program in conjunction with the General Treasurer, the SIC, and Rhode Island’s 529 Plan for college savings. Through the CollegeBoundfund program, RIHEAA is able to fund and administer the Academic Promise Scholarship Program and the Matching Grant Program. The CollegeBoundfund is a savings vehicle for RI residents and citizens across the country who are concerned about their ability to meet the rising cost of post-secondary education. Investments in the program are governed under section 529 of the IRS code and the earnings are tax exempt under current state and federal law when withdrawn and used for qualified higher education expenses. The Authority serves as the Guarantee Agency for the Federal Family Education Loan Program, encompassing the Stafford Subsidized and Unsubsidized and the Parent Loans for Undergraduate Students and Grad Plus loan programs. The Authority, with its loan programs, provides financial assistance to students and their parents who are restricted from participating in post-secondary education and meeting their educational goals due to insufficient financial resources.

Description: The Board of Governors for Higher Education and its administrative arm, the Office of Higher Education, have statutory responsibility to promote public higher education in Rhode Island. The Board of Governors consists of thirteen members. Description: The Rhode Island Historical Preservation & Heritage Commission is the state office for historic preservation and heritage programs. It is Rhode Island's only statewide historic preservation program, which identifies and protects historic and prehistoric sites, buildings, and districts. The Commission is responsible for conducting a statewide survey of historical sites and buildings; nominating significant properties to the National Register and the State Register of Historic Places; administering programs of financial aid including grants, loans, and tax credits; reviewing federal and state projects to assess their effect on cultural resources; and regulating archaeological exploration on state land and under state territorial waters. The Commission also develops programs to document, support, and celebrate the ethnic and cultural heritage of Rhode Island's people.

The employment and public accommodations statutes prohibit discrimination based on race, color, sex, disability, ancestral origin, religion, sexual orientation, gender identity/expression and age. The credit statute, in addition to prohibiting discrimination on these bases, also prohibits discrimination based on marital status, familial status and association with members of a protected class.
