On December 18, 2024, members of the HIDTA Task Force arrested Odell Foye, age 37, of 194 Vincent Avenue, East Providence, Rhode Island, for the following: 1) Possession With the Intent to Deliver 1 oz – 1 kilogram of a Schedule II Controlled Substance – Cocaine; and 2) Possession With the Intent to Deliver a Schedule II Controlled Substance – Cocaine. Mr. Foye was transported to the Lincoln Barracks for processing, special arraigned by a Justice of the Peace, and turned over to the ACI Intake Center pending his morning arraignment in Sixth Division District Court.
On December 18, 2024, members of the Rhode Island Violent Fugitive Task Force arrested Samantha M. Carfora, age 30, of 40 Atlantic Avenue – Apartment 2, Providence, Rhode Island, on the following: 1) Affidavit and Arrest Warrant from the Middletown Police Department for Possession of Fentanyl; and 2) Newport County Superior Court Bench Warrant for 32(F) Violation of Probation on an original charge of Possession with Intent to Deliver a Schedule I-V Controlled Substance originating from the Portsmouth Police Department. Ms. Carfora was taken into custody without incident and transported to the Middletown Police Department by a member of the Middletown Police Department Patrol Division.
On December 18, 2024, members of the Rhode Island Violent Fugitive Task Force arrested Lumpini Baythavong, age 44, of 40 Atlantic Avenue – Apartment 2, Providence, Rhode Island, on the following: 1) Affidavit and Arrest Warrant from the Coventry Police Department for Shoplifting; 2) Providence County Superior Court Bench Warrant for 32(F) Violation of Probation on an original charge of Possession of Schedule I-V Controlled Substance originating from the State Police Scituate Barracks; and 3) Kent County District Court Bench Warrant for Failure to Appear for Pre-Trial Conference on an original charge of Shoplifting originating from the Johnston Police Department. Baythavong was taken into custody without incident and transported to the Providence Police Department by a member of the Providence Police Department Patrol Division.
On December 18, 2024, members of the Rhode Island Violent Fugitive Task Force arrested George Miller, age 30, of 36 Crocus Street, Warwick, Rhode Island, on the following: 1) District Court Bench Warrant for Domestic Breaking and Entering out of the Warwick Police Department; and 2) Fugitive from Justice out of the State of New Jersey for Receiving Stolen Vehicle entered by the New Jersey State Police. Mr. Miller was taken into custody without incident and transported to the Warwick Police Department.
On December 18, 2024, members of the Financial Crimes Unit arrested Jennifer Douglas, age 50, of 19335 Patriot Way, West Greenwich, Rhode Island, for the following: 1) Dates for Filing of Reports by Treasurers of Candidates or of Committees; and 2) Two counts of Contents to be Filed by Treasurers of Candidates & Committees. Ms. Douglas was processed, arraigned by a Justice of the Peace and released on $3,000 Personal Recognizance.
