Complainants alleged that the Department violated the APRA when it denied their requests for specific menus reflecting previously served inmate meals. The Department maintained that the menus were exempt from disclosure under exemption (F) as "security plans" and exemption (K) as "preliminary drafts." Based on the record before us, we determined that the requested menus did not fall within the ambit of either exemption (F) or (K). Accordingly, the Department violated the APRA by withholding these specific menus. We directed the Department to provide Complainants with the requested menus. We did not find evidence of a willful and knowing, or reckless violation. VIOLATION FOUND.
