Complainant alleged the Governor's Office violated the APRA when it withheld documents responsive to its APRA request for documents related to the proposed extension of the IGT contract. Based on this Office's in camera review, we concluded that the Governor's Office properly withheld a number of documents and improperly withheld a number of other documents. There was insufficient evidence to support a finding of a willful and knowing, or reckless violation, but this Office directed the Governor's Office to produce documents and/or provide a supplemental submission to this Office with additional information regarding why particular documents should be exempt. VIOLATION FOUND.
