Complainant alleged that a quorum of the Town Council regularly met outside of scheduled Town Council meetings regarding public business. Based on the corroborated affidavits, we found no credible evidence that a quorum of the Town Council had met outside of the public purview. Instead, it appeared that the Complainant's allegations were based on unsupported circumstantial evidence and inferences drawn from Facebook postings. Noting that this was insufficient, we found no violation.
