The City of Pawtucket did not violate the APRA when it sought (and received) clarification concerning one of four categories in an APRA request. Moreover, a City employee's response to a follow-up inquiry did not constitute a denial on behalf of the City where the City employee did not have "the authority to grant or deny persons or entities access to records." R.I. Gen. Laws sec. 38-2-3.2.
