Complainant filed a complaint against the Housing Development alleging that it had violated the APRA when it failed to respond to his October 26, 2015 and November 20, 2015 APRA requests, as well as his December 16, 2015 administrative appeal. The Housing Authority responded that it never received the above-referenced documents, and upon receipt of the complaint, provided the responsive documents. Since the Complainant received the requested records, injunctive relief was not appropriate (and moot), and this Department found no evidence of a willful and knowing, or reckless, violation.
