Colonel Steven G. O'Donnell, Superintendent, of the Rhode Island State Police and Commissioner of the Department Of Public Safety, announces the promotion of twenty-five (25) sworn members of the Rhode Island State Police, including a new command structure. The promotions are a result of the 25-year statutory requirement. Seven (7) of these promotions took effect on Sunday, January 29, 2012 and the remainder took effect on Sunday, February 12, 2012. The following are the promotees:
To the rank of Lieutenant Colonel/Deputy Superintendent:
Lieutenant Colonel Raymond B. Studley: Lieutenant Colonel Studley has served at all barracks installations, Assistant Detective Commander of the Detective Bureau and Interim Chief of Police in the City of East Providence. His most recent assignment was as the District "B" Commander. Lieutenant Colonel Studley is a 22-year veteran of the Rhode Island State Police. He holds a Bachelor of Science Degree in Consumer Affairs from the University of Rhode Island, and he is also a 2011 graduate of the FBI National Academy in Quantico, Virginia. Lieutenant Colonel Studley's current assignment is the Deputy Superintendent and Chief of Field Operations, which is responsible for all operations of the Uniform and Detective Bureaus.
To the rank of Major:
Major James G. Pereira: Major Pereira, a 22-year veteran of the Rhode Island State Police, has served at all barracks locations, the Governor's Executive Security Detail, Liaison to the Airport Corporation Police Department, District "A" Commander, and Liaison to the Department of Public Safety. He is appointed as Major/Chief Administrative Officer, which is responsible for finance and budgeting, the Training Academy, Technology and Communications Services, and Personnel/Fleet Operations. Major Pereira holds a Bachelor of Science Degree in Consumer Affairs from the University of Rhode Island.
Major Wilfred K. Hill: Major Hill, a 20-year veteran of the Rhode Island State Police, has served at all barracks locations, the State Police Training Academy, Accreditation Manager, Traffic/Planning and Research, Night Executive Officer, Special Assignments Officer, and the Division of State Sheriffs. His current assignment is the Commanding Officer of the Department of Public Safety overseeing the Capitol Police, State Sheriffs, Municipal Police Training Academy, Public Safety Grants Administration Office, State Fire Marshal, and E-911. Major Hill holds a Bachelor of Science Degree in Sociology from Springfield College. He is also a 2010 graduate of the FBI National Academy in Quantico, Virginia.
To the rank of Captain:
Captain Michael J. Winquist: Captain Winquist, who holds a Bachelor of Science Degree in Criminal Justice from Roger Williams University and a Master of Arts Degree in Criminal Justice from Anna Maria College, is a 22-year veteran of the Rhode Island State Police. He has been assigned to most barracks locations, the Detective Bureau, and Assistant Detective Commander. Captain Winquist has also served as the Director of the Rhode Island Fusion Center. His current assignment is Detective Commander, responsible for all operations within the Detective Bureau, including the Auto Theft Unit, Violent Fugitive Task Force, Narcotics Unit, Financial Crimes Unit, Criminal Identification Unit, Charitable Gaming, the Lottery Commission, and Computer Crimes. Before joining the Rhode Island State Police, Captain Winquist served with the DEM Police and the East Providence Police.
Captain Ernest C. Quarry, Jr.: Captain Quarry has served at all barracks locations, Commandant of the Rhode Island State Police Training Academy, Night Executive Officer, and Fleet Operations/ Personnel. His current assignment is the District "A" Commander, which is responsible for the Lincoln Woods and Scituate Barracks, Night Executive Officers, Commercial Enforcement Unit, Collision Reconstruction Unit, and State Police operations at T.F. Green Airport. Captain Quarry holds a Bachelor of Science Degree in Criminal Justice from Roger Williams University. He is also a veteran of the United States Marine Corps.
Captain Frank B. Castellone: Captain Castellone, a 22-year veteran of the Rhode Island State Police, who has served at all barracks locations and as the Liaison to the Rhode Island Airport Corporation Police Department. He is currently assigned as the District "B" Commander, which is responsible for the Hope Valley, Wickford, and Portsmouth Barracks, Operations, and the Weekend Lieutenant. Captain Castellone is also a veteran of the United States Marine Corps.
To the rank of Lieutenant/Assistant Detective Commander:
Lieutenant Brian K. Casilli: Lieutenant Casilli has worked in all barracks locations and the Detective Bureau. He has also served as the Patrol Commander of the Wickford Barracks. Lieutenant Casilli, a 22-year veteran of the Rhode Island State Police, holds a Bachelor of Arts Degree in Criminal Justice from Roger Williams University. He is appointed to the position of Assistant Detective Commander.
To the rank of Lieutenant:
Lieutenant David A. Doucet: Lieutenant Doucet has been assigned to the Portsmouth and Hope Valley Barracks, the Commercial Enforcement Unit, and the Detective Bureau. He is a 20-year veteran of the Rhode Island State Police, who holds an Associate's Degree in Administration of Justice from Roger Williams University. He is currently assigned as the Chief of Enforcement for the Rhode Island Division of Motor Vehicles. Before joining the Rhode Island State Police, Lieutenant Doucet was a member of the Smithfield Police Department.
Lieutenant Robert S. Wall: Lieutenant Wall, a 20-year veteran of the Rhode Island State Police, has been assigned to all barracks locations. He holds a Bachelor of Arts Degree in Administration of Justice from Roger Williams University and a Master of Arts Degree in Administration of Justice from Anna Maria College. He is currently assigned to the Scituate Barracks. Lieutenant Wall is a United States Army Veteran of both the Persian Gulf War and Operation Desert Storm.
Lieutenant Shari L. Russell: Lieutenant Russell, a 20-year veteran of the Rhode Island State Police, holds a Bachelor of Arts Degree in Political Science from Swarthmore College and a Juris Doctor Degree from Boston College. She has been assigned to all barracks locations and the Detective Bureau. She is presently serving as the Division's Accreditation Manager.
Lieutenant Daniel C. Cusumano: Lieutenant Cusumano has been assigned to all barracks locations, and since 1998 he has been assigned to the Commercial Enforcement Unit. Lieutenant Cusumano, a 20-year veteran of the Rhode Island State Police, holds a Bachelor of Science Degree in Administration of Justice from Roger Williams University and a Master of Science Degree in Administration of Justice from Anna Maria College.
Lieutenant Patrick T. Reilly: Lieutenant Reilly holds a Bachelor of Science Degree in Business from Springfield College, and is a 20-year veteran of the Rhode Island State Police. Lieutenant Reilly has been assigned to all barracks locations. Since 1998 he has been a member of the Detective Bureau and currently serves on the Violent Fugitive Task Force.
Lieutenant Timothy G. Sanzi: Lieutenant Sanzi has been assigned to all barracks locations and the Detective Bureau. He is an 18-year veteran of the Rhode Island State Police. Lieutenant Sanzi holds a Bachelor of Science and a Master of Science Degree in Criminal Justice from Roger Williams University. Lieutenant Sanzi is currently assigned to the Rhode Island State Sheriffs.
To the rank of Sergeant:
Sergeant Ann C. Assumpico: Sergeant Assumpico is a 20-year veteran of the Rhode Island State Police. She previously served as a Correctional Officer and a member of the Coventry Police Department. Sergeant Assumpico holds a Bachelor of Science Degree in Administration of Justice from Roger Williams University and a Master of Science Degree in Administration of Justice from Salve Regina University. Sergeant Assumpico has served at all barracks locations and has been assigned to Traffic/Planning and Research since 2005.
Sergeant Joseph M. DuBeau: Sergeant DuBeau, a 20-year veteran of the Rhode Island State Police, worked in most barracks locations and has been assigned to the Detective Bureau since 1998. Sergeant DuBeau has also served on the SWAT Team and the Marine Unit. His current assignment is with the Violent Fugitive Task Force.
Sergeant Diane M. Dougherty: Sergeant Dougherty has been assigned to all barracks locations and the Rhode Island State Police Training Academy. Sergeant Dougherty is currently assigned to the Rhode Island State Fusion Center. A 20-year veteran of the Rhode Island State Police, Sergeant Dougherty holds a Bachelor of Science Degree in Paralegal Studies from Roger Williams University.
Sergeant Dennis B. Fleming: Sergeant Fleming, an 18-year veteran of the Rhode Island State Police, has served at all barracks locations and in the Detective Bureau. He previously worked as a case worker at the Suffolk County House of Corrections. He holds a Bachelor of Arts Degree in Criminal Justice from Norwich University. He is presently assigned to the Scituate Barracks.
Sergeant Paul S. Sikorskyj: Sergeant Sikorskyj is a 20-year veteran of the Rhode Island State Police, who previously served as a Vermont State Trooper. Sergeant Sikorskyj holds a Bachelor of Science Degree in Criminal Justice from Caulsius College and a Master of Science Degree in Criminal Justice from Anna Maria College. He has been assigned to all barracks locations, the Commercial Enforcement Unit, and Airport Operations. For the past two years he has been assigned to the Governor's Executive Security Detail.
Sergeant James M. Pardington, Jr.: Sergeant Pardington is a 20-year veteran of the Rhode Island State Police. He has been assigned to all barracks locations and currently serves as the Court Officer at the Wickford Barracks. Sergeant Pardington holds Bachelor Degrees in Accounting from the University of Rhode Island and from Rhode Island College.
To the rank of Corporal:
Corporal Matthew C. Moynihan: Corporal Moynihan is a 15-year veteran of the Rhode Island State Police. He has served in all barracks locations, the Canine Unit, and has been a member of the Detective Bureau since 2005. Corporal Moynihan holds a Bachelor of Science Degree in Criminal Justice from Northeastern University. He is currently assigned to the Joint Terrorism Task Force.
Corporal Christopher J. DiComitis: Corporal DiComitis, an 18-year veteran of the Rhode Island State Police, has served at most barracks locations and previously served as a Sergeant with the Warren Police Department. He holds a Bachelor of Science Degree in Criminal Justice from Elmira College. Corporal DiComitis has been assigned to the Detective Bureau for the past twelve years and is presently a member of the Auto Theft Unit.
Corporal Sean P. O'Hern: Corporal O'Hern has served at most barracks locations and has been assigned to the Commercial Enforcement Unit since 2005. Prior to joining the State Police, he was a Correctional Officer for the Rhode Island Department of Corrections. Corporal O'Hern holds a Bachelor of Science Degree in Criminal Justice from Niagara University.
Corporal Timothy J. Dandeneau: Corporal Dandeneau, an 18-year veteran of the Rhode Island State Police, holds a Bachelor of Science Degree in Engineering from the University of Lowell. Corporal Dandeneau was a member of the Division's Tactical Team for twelve years. He has been assigned to all barracks locations and for the past two years has served on the Violent Fugitive Task Force.
Corporal Richard D. Swanson, Jr.: Corporal Swanson is an 18-year veteran of the Rhode Island State Police. He serves on the Division's Dive Team and has been assigned to all barracks locations. Since 2007 he has been assigned to the Criminal Identification Unit. Corporal Swanson holds a Bachelor of Science Degree in Marketing from Rhode Island College.
Corporal John W. Gibbs: Corporal Gibbs, a veteran of the United States Marine Corps, has been a member of the Rhode Island State Police for 18 years. He has been assigned to the Tactical Team and has served in all barracks locations. Corporal Gibbs is currently serving in the Commercial Enforcement Unit.
Governor Chafee stated, "These talented and committed men and women have each demonstrated the exemplary characteristics that have earned the Rhode Island State Police national recognition and respect. They are outstanding Rhode Islanders, and they make the people of our state proud."
Colonel O'Donnell stated, "This new generation of leaders, emerging from within the ranks of the State Police, will face many challenges during their careers, especially during a difficult economy. The strength of our organization is based on the people within it.
