On March 28, 2025, members of the Computer Crimes Unit/Internet Crimes Against Children Task Force arrested Bryan Anderson, age 27, of 932 Plainfield Street, Apt. 1, Johnston, Rhode Island, for Possession of Child Pornography. Mr. Anderson was processed at State Police Headquarters and transported to Third District Court for arraignment. The Honorable Associate Judge O'Neill set bail at $5,000 w/surety and special bail conditions of restricted Internet access and no unsupervised contact with minors.
On March 28, 2025, members of the ACI Investigations Unit arrested Xavier Apuzzie, age 29, last known address of 218 Washington Avenue, Providence, Rhode Island, for the following: 1) Domestic - Violation of No Contact. Mr. Apuzzie was arraigned in Third Division Court and remanded to the custody of the Sheriffs Department.
On March 28, 2025, members of the ACI Investigations Unit arrested Mark Jennings, age 38, last known address of 164 Linwood Avenue, Providence, Rhode Island, as a Fugitive from Justice from the Commonwealth of Massachusetts. Mr. Jennings was arraigned in Third Division Court and remanded to the custody of the Sheriffs Department.
On March 28, 2025, members of the ACI Investigations Unit arrested Steven Velasquez, age 31, last known address of 32 Sisson Street, Pawtucket, Rhode Island, as a Fugitive from Justice from the Commonwealth of Massachusetts. Mr. Velasquez was arraigned in Third Division Court and remanded to the custody of the Sheriffs Department.

Mr. Dwinnell was arraigned in Third Division Court and remanded to the custody of the Sheriffs Department.
On March 28, 2025, members of the ACI Investigations Unit arrested Jesse Roy, age 35, last known address of 8 Almond Street, Lincoln, Rhode Island, for the following: 1) Domestic - Violation of No Contact. Mr. Roy was arraigned in Third Division Court and remanded to the custody of the Sheriffs Department.
On March 28, 2025, members of the Rhode Island Violent Fugitive Task Force arrested Maliek Sostre, age 25, of 604 Blackstone Street #1, Woonsocket, Rhode Island, for the following: 1) Providence Superior Court Bench Warrant for Failure to Appear for Determination of Attorney on an original charge of Carry Pistol or Revolver without License originating from the Providence Police Department; 2) Providence Superior Court Bench Warrant for Failure to Appear for Determination of Attorney on an original charge of Domestic Violence - Violation NCO 3rd offense originating from the Woonsocket Police Department; and 3) Providence Superior Court Bench Warrant for Failure to Appear for Determination of Attorney on an original charge of Domestic Violence - Simple Assault 3rd offense originating from the Woonsocket Police Department. Mr. Sostre was taken into custody without incident and transported directly to Superior Court for hearings.
On March 28, 2025, members of the Gaming Enforcement Unit arrested Jesse Spano, age 31, of 7 Russell Holmes Way, Carver, Massachusetts, for Possession of Schedule II Controlled Substance – Fentanyl 10 Grams or less. Mr. Spano was processed and transported to Third District Court, where he was arraigned.
On March 28, 2025, members of the Gaming Enforcement Unit arrested Michael Spano, age 33, of 7 Russell Holmes Way, Carver, Massachusetts, for Willful Trespassing. Mr. Spano was processed and transported to Third District Court, where he was arraigned.
On March 28, 2025, members of the Rhode Island Violent Fugitive Task Force arrested Anthony Medina, age 35, of 87 Bourdon Boulevard, Woonsocket, Rhode Island, on an Affidavit and Arrest Warrant for Violation of a No Contact Order, Third Offense, out of the Woonsocket Police Department. Mr. Medina was taken into custody and turned over to the Woonsocket Police Department.
On March 28, 2025, members of the HIDTA Task Force arrested Cesar Acosta Pena, age 50, of 113 Althea Street, Basement, Providence, Rhode Island, for the following: 1) Possession of a Firearm While Committing a Controlled Substance Violation; 2) Possession With the Intent to Deliver 1 oz - 1 kilogram of a Schedule II Controlled Substance - Cocaine; and 3) Possession With the Intent to Deliver a Schedule II Controlled Substance - Cocaine. Mr. Pena was transported to the Lincoln Barracks for processing, special arraigned by a Justice of the Peace, and turned over to the ACI Intake Center pending his morning arraignment in Sixth Division District Court.
On March 31, 2025, members of the Financial Crimes Unit and the Scituate Barracks arrested Michael O'Toole, age 28, of 162 Danielson Pike, Foster, Rhode Island, for the following: 1) Obtaining Property by False Pretenses; 2) Forgery and Counterfeiting in General; and 3) Larceny. Mr. O'Toole was processed, arraigned in Sixth Division District Court and released on $1,000 personal recognizance.
On March 31, 2025, members of the Financial Crimes Unit arrested Yafriesy Espinal, age 27, of 278 Niagara Street, Providence, Rhode Island, for the following: 1) Obtaining Property by False Pretenses Over $10,000; 2) Giving False Documents to a Public Official; and 3) Fraudulently Obtaining Public Assistance. Ms. Espinal was arraigned by Justice of the Peace Crawford and released on $10,000 personal recognizance.
On March 31, 2025, members of the Violent Fugitive Task Force arrested Lenin Gutierrez, age 52, of 100 Arthur Street, Apt 408, Cranston, Rhode Island, on a Federal Warrant for the following: 1) Federal Bail Violation (original charge of Bank Robbery). Mr. Gutierrez was taken into custody without incident, processed and turned over to the U.S. Marshals Service.
On March 31, 2025, members of the Rhode Island Violent Fugitive Task Force arrested Jordan F. Oliveira, age 27, of 15 Prosper Street, Providence, Rhode Island, on an Affidavit and Arrest Warrant from the West Warwick Police Department for Abuse/Neglect of Adult with Severe Impairments. Mr. Oliveira was taken into custody without incident and transported to the West Warwick Police Department.
